Robert Master, Feltin Community Care founder, and Board president, oversees strategy, advocacy and strategic relations. He provides thought leadership on all aspects of care model design, funding mechanisms, and contracting/partnership opportunities. His deep commitment to our patients and to a model of care that is firmly rooted in collaboration, respect and advocacy infuses everything we do. As a physician on our client team, Bob also conducts patient visits, participates in our on-call rotation during off hours, and provides counsel to the clinical team on an as-needed basis.
Dr. Bob, as he is best known to his patients and coworkers, has devoted his career to reimagining health care for America’s most socially and medically vulnerable populations. From 2003 through 2015, Dr. Bob served as the co-founder, President, and CEO of Commonwealth Care Alliance, the latest and most scaled expression of his vision for healthcare transformation. Prior to founding CCA, Dr. Bob co-founded Community Medical Alliance, which was the first prepaid care system for Medicaid beneficiaries with advanced HIV disease and serious physical disabilities.
In the 1980's, Dr. Bob was the first practicing physician to direct the Massachusetts Medicaid Program under Governor Dukakis. It was in this role, while managing the cost and care problems of frail elders and people with disabilities, that he developed an understanding of the finance and policy changes that were necessary to enable care system transformation. After leaving Medicaid, Dr. Bob became the chair of the Health Service Department at the Boston University School of Public Health, where he assembled a team to create the nation’s first workable diagnostic risk adjustment payment system for Medicaid beneficiaries with complex needs.
Of all his roles, Dr. Bob is most proud of his contribution as the first physician at the Uphams Corner Health center in 1974 where he practiced for twenty years. To this day, he is most fulfilled when he is providing direct primary and hospitalist care to underserved populations. In 2009, Dr. Bob was recognized by the National Committee for Quality Assurance (NCQA) with a National Health Quality Award for his leadership in improving the quality of care for vulnerable populations.
